1.INSTRUCTIONS TO BIDDERSThese Instructions to Bidders, insofar as they may affect the execution of the Contract, shall be deemed to form part of the Contract.1.1 GENERALThe Ethiopian Electric Power Corporation (EEPCO) has scrap and obsolete copper and aluminium electrical cables, aluminium cans, copper sheets, steels, alkaline and other different size and type of metals. The Corporation wants to sale these materials through closed bid. These materials are found in the corporation main store at Goffa site in Addis Ababa. The corporation invites any eligible bidders to sale these materials.The materials consist of the following: - 1.1.1 Lot I Different type scrap electrical copper cables and scrap winding machine copper 1.1.2 Lot II Scrap aluminium electrical cables 1.1.3 Lot III Different type and size metals 1.1.4 Cast Iron 1.1.5. Various type metals 1.2 GENERAL SCOPE AND INVITATION TO TENDER 1.2.1 The bidders can buy the tender document with detail list of the materials from the corporation main office at Piazza near to Dagola Square in Addis Ababa by paying birr 300 for each lot.1.2.2 Prospective bidders can visit the materials after buying the tender document from the bid invitation date up to one day before the bid opening date.1.2.3 The prospective bidders should submit birr 20000.00 of bid bond.1.2.4 Bid closing & opening is done according to the following schedule
1.2.5 Detail descriptions of the materials with initial bid price of each lot material are attached with the bid document.1.2.6 The corporation has the right to accept or reject partially or fully the bids.1.3 Bidders detail procedure.1.3.1 The materials are located at the corporation main store Goffa in Addis Ababa. Visiting of materials admitted only for those prospective bidders who have receipt of tender document purchase payment and identity cards of bearers or legal representative. 1.3.2 Visiting of materials is allowed only from announced date up to legal tender opening date that is mention on the news papers. 1.3.3 Detail description of each material with unit price is attached with the bid document. 1.3.4 A prospective bidder requiring any clarification of the bidding documents may notify the corporation in writing or by cable (telex, e-mail, and facsimile) at the corporation address indicated in the tender document. 1.3.5 Bidders bind bond is submitted to the corporation head office to local purchasing division in Addis Ababa Pizza near to Dagola square. 1.3.6 The bid bond is valid when the bidders buy the tender document. 1.3.7 The prospective bidders should come with tender document purchase original payment receipt during the bid bond submission. 1.3.8 Temporary bid bond receiving approval receipt is provided for those bidders who submit bid bond. 1.3.9 The submitted bid bond is a grantee for the corporation loss if the awarded bidders not collecting the materials and paid the payment with in the specified date the corporation inhere it. 1.3.10 The rewarded bidders must collect all the awarded materials within sixty days starting from the awarded date by paying full payments. 1.4 Bid procedure 1.4.1 The bid opening for the first sealed bid auction will begin at 2p.m on Thursday, September 05, 2007, in the corporation Conference Room, near to Mexico square Addis Ababa. Attendance at the opening is not required, but the public is welcome to attend. Doors open at 7:45 p.m. 1.4.2 Bids will be opened in an order determined by the number of bids received. 1.4.3 The eligible bidder who submitted a properly completed bid form having the highest bid amount will be named the apparent high bidder. If the bid envelope and bid form list different parcel numbers, the bid form will take precedence. 1.4.4 Bidders are responsible for keeping the E.E.P.CO informed of their current address. The bid is subject to rejection if the E.E.P.CO is unable to contact the bidder at the current address of record. 1.4.5 Any bid which does not meet, or substantially alters the bid terms or conditions may be rejected in whole or part. 1.4.6 After bid opening the offers are evaluated and the bid is awarded for the bidders who provide high offer financially. 1.4.7 Notification of award is described for all bidders. 1.4.8 The awarded bidders must collect birr 80000 of performance bond within ten days from award notification. 1.4.9 The awarded bidders must collect the materials by his transport and loading cost from the corporation main store Goffa. 1.4.10 For those materials their unit of measurement is determined per kilo gram in the list weighting of them done by taking the weight of the truck before and after loading at the nearest legal site with the presence of awarded bidders and the corporation representative by the awarded bidder expenses. 1.4.11 The awarded bidders must collect the material with in sixty days and paid full payment to the corporation within one month from awarded date. If the bidders are not paid within one month the bid is awarded to the subsequent bidders or the corporation has the right to ret ender. 1.4.12 The corporation has the right to change bid procedure with its own interest or with bidders request before the bid closing date. 1.4.13 The bidders are obliged to pay birr 200 after sixty day for each lot per day if they are not collect the materials within the specified sixty days starting from the awarded date, and their performance bond and the paid money is inhered by the corporation after 90 days starting from the awarded date. 1.4.14 The bidders bid bond is returned after notification of award when the bidders are collect original receipt.
