1. Project OVERVIEW:
Ethiopia is a landlocked
country in the eastern Africa. It shares its boarder
with Eritrea, Sudan, Kenya, Somalia and Djibouti. The
total area is 1.1 million Km2.
The population of Ethiopia is about 71.7 million
(2006 population census). The Ethiopian
Electric Power Corporation (EEPCO) is the national
electricity utility, which is wholly government owned.
The
Ashegoda wind farm site is located in Tigray Regional
State, approximately at 20 Km’s south west of Mekelle
Town, 763 Km North from Addis Ababa capital city of
Ethiopia and 715Km from Djibouti Harbour.
The
Ethiopian Electric Power Corporation (EEPCO),
hereinafter referred to as the “Employer”, has
foreseen the commencement of commercial operation of
the proposed 120 MW wind power construction project,
hereinafter referred to as the ‘’Project” in three
Phases consecutively between the year 2008 & 2010 as
the following project deliverables.

This announcement is
made for the second time due to technical amendments
needed in the earlier tender and now EEPCO wishes to
give relaxed time for interested bidders.
2.
Financing scheme
It
is mandatory that the EPC/Contractor has to come with
Supplier’s Credit towards the construction of the Wind
Power Construction Project with a complete terms and
condition regarding Grace period, Repayment period and
interest rate. In order to pass in the computation in
the bid evaluation process the firm/Joint Ventures/
must cover at least 50% of the total project cost on
supplier’s credit basis.
3. EPC services
The
implementation of the Wind Power Construction Project
involves Engineering, procurement and construction (EPC)
contract for all components of the Project necessary
for wind power plant. A conceptual design as proposed
in the Feasibility Report and Updated during
preconstruction phase envisions this to include but
not limited to:
a)
WIND ENERGY CONVERTORS
The
type and number of wind energy converter(WEC) rated
upto 1500Kw whose rotor diameter doesn’t exceed 70m
or 35m blade length.
An
Annual energy prediction of the WECs to be from 360GWH
to 400GWH for 120MW capacity of wind farm. That is
120MW capacity of wind farm will have a suitable
number and type of wind energy converters, and others
relevant information for similar purpose
The
WECs’ basic parameters and design required shall be
identified based on the wind class II and high
altitude air density performance characteristics for
optimum energy projection
Set
of cranes Specification needed for the erection of WEC
ratings mentioned above shall be identified and used
by EPC contractor for WEC specification.
b) BALANCE OF PLANT(BOP)
INFRASTRUCTURE
The
Civil infrastructure for Tower foundation , access
road and others have to be designed and constructed as
per the specification of WEC.
A
6m wide gravel access road to be designed and
constructed as per the specification of Ethiopian Road
Authority and all access routes in the site have to be
connected within the wind farm.
The
Electrical infrastructure or voltage evacuation system
(Power collector system and/or pooling substation) is
conceptualized during pre-construction phase and it is
stated in the tender document.
The
ratings for the voltage evacuation system (including
transformers of LV/MV and MV/HV) shall be chosen based
on minimum power loss and WEC requirements for
interconnection with the Grid 230Kv transmission line
passing through the wind farm.
Other
Work as described in the Employer’s Requirements.
4.) The Ethiopian Electric Power
Corporation is now inviting interested EPC/
Contractors
On suppliers credit basis to
participate in this Tender.
Prospective Tenderers shall have
legally established status in their respective
countries shall have extensive qualifications and
experience in the design and construction of WEC & BOP
and must have completed with satisfactory performance
works comparable in type and size of Wind Power
Project.

statement of References for qualifications and
experience shall be submitted with the Technical
proposals of the contractor.
5)
The Tender Documents will be available from December
06, 2007 3:00 pm local time onwards for non-refundable
fee of Ethiopian Birr 1,500.00(Birr one thousands &
five hundreds only) .The tender documents can be
collected in non-rewritable (recordable) CD soft copy
from the Foreign Purchase Division office by the

6) All
proposals must be accompanied by a Bid Security of USD
250,000.00
(USD
two hundred fifty thousand) or an equivalent amount in a
freely convertible currency, and delivered to the
address indicated above before 12:00AM hours local time
(Addis Ababa) on Monday February 04, 2008. Offers not
accompanied by a Bid Security will automatically be
rejected.
7) The
pre-tender meeting is scheduled to commence at 3:00
hours local time at EEPCO’s Electric Club, Mexico
Square, Addis Ababa on January 25, 2007 and will run
through three days if necessary.
8)
Prospective Tenderers may visit the site at from
December 25.2007 to January 15,2008 before submission of
their proposals. Inquiries on the Tender will be
accepted up to 40 days starting December 06, 2007, prior
to the date and time of submission of proposals.
9) All
offers will be opened after official confirmation of the
Supplier’s Credit commitment and in the presence of
Tenderers` representatives who choose to attend the
Tender opening to be held at EEPCO Head Office, Foreign
Procurement Division (or if more space is required at
Mexico Square, EEPCO Club) will be opened on the date
February 4, 2008, at 02:00PM Addis Ababa. And the
financial offer will be opened after the approval of
technical evaluation.
10) At
any time, but not less than seven (7) days, prior to the
deadline for submission of their offers, the Employer
could amend the bidding documents by issuance of Addenda
or Corrigenda. The amendment will be notified in writing
or by cable to all prospective bidders and will be
binding on them. Bidders are required to immediately
acknowledge receipt of any such amendment, and it will
be assumed that the information contained therein will
have been taken into account by the Bidder in its bid.
The
Corporation reserves the right to reject any or all
