Invitation To Bid: Ethiopian Electric Power Corporation MIS Project Office

1. Ethiopian Electric Power Corporation (EEPCO) is a state owned corporation responsible for the generation, transmission, distribution and sales of electrical power in Ethiopia. The corporation has implemented new systems for accounting and billing tasks and these two systems are under use. These systems were developed by AGRESSO AB of Sweden (Financial System and supply of hard ware), SOLUZIONA of Spain (Billing System) and a consultant NORCONSULT of Norway.



EEPCO has planned to integrate additional modules on the existing system. The overall task is to study the existing system with regard to the new additional modules, propose the necessary additional hardware as per the study result, supply of software and implementation of the new modules on the existing system.

2. Ethiopian Electric Power Corporation (EEPCO) planned to award a Contract to a qualified international Management Information System developing company to carry out the aforementioned tasks. Hardware procurement and disaster recovery will also be considered. All the respective hardware equipments are to be purchased by the corporation according to the proposal. More details on the services are provided in the Terms of Reference.

2.1. The Bidders are strongly advised to submit two separate financial proposals which are with and without project financing (Supplier’s credit) scheme or grant or soft loan from their respective governments and/or financing institutions ( this is to mean that one financial proposal based on direct purchase(cash based) and another separate proposal based on supplier’s credit scheme).

Submitting financial proposal based on supplier’s credit scheme is optional.

Financial proposal based on supplier’s credit will be evaluated by the employer against the following points:-

Bidders are required to submit the following information for the supplier’s credit
scheme:-

Name of Financer, Currency, interest rate, grace period, repayment period
and exchange rate.

a. The Bidder's financial proposal shall be realistic and shall be compared to the

Engineering cost estimate.

b. The time required to secure the financial arrangement shall be shorter.

c. The interest rate of credit facility should be as low as possible.

d. Longer grace period.

e. The loan repayment term should be longer and based on semi-annual installment payment of loan and interest. f. If the bidder specifies other fees such as commitment, arrangement fees and insurance rate, it should be clearly stated.

g. The financer should accept as guarantee the confirmed letter of credit that will be opened at the Commercial Bank of Ethiopia, which will not incur extra costs on the corporation.

3. The Bid Document shall be available from EEPCo, Procurement Division starting from September 3, 2008 and a complete set of bidding document (non-transferable) in English language may be purchased by interested Bidders at the address stated below, upon payment of a non-refundable fee of Birr 1000.00 (Birr One thousand), during office hours from 08:00 to 12:00 hours and 13:00 to 17:00 hours, local time, Monday through Friday, on all working days. Bidders are required to submit offers for all complete modules as per the Terms of Reference. Incomplete offer will result in the rejection of the offer.

4. Bids must be delivered to the office in point 6 below on or before 16:00 pm hours (01:00 pm hours GMT) on October 28, 2008. All bids must be accompanied by a bid security as per the bid requirement. Failing to accompany the required bid security would result bid rejection. Bids will be opened in the presence of Bidders’ representatives who are chosen to attend at 10:00 am
hours (07:00 am hours GMT) on October 29, 2008 at Electric Club (Mexico square).

5. A firm will be selected under Quality and Cost Based Selection (QCBS) and procedures described in this RFP.

Please note that all bidders are expected to present their respective product during the pre proposal meeting.
